Q. Free vector file if you can
A. Not sure though I did come across Tux getting ready to swap MS: http://www.openclipart.org/detail/17959
How could I make a line of text vibrate to a beat in a video?
Q. I want to make youtube video where a single, stationary line of text will vibrate to the beat of a song.
-The song doesn't have to be changeable.
-I have access to any software I might need.
-I'll fill in the pieces quite well, it's just that this is the only video I'll need to make for some time and I can't afford the time to teach myself video. :P

A. Look, your choices really aren't that attractive. The task is to make an mpeg or wmv video which you can convert to flv on youtube. The clearest way to do that would be to create the still frames, save them to one directory as jpgs, get ImageMagick and some addon, I forget what -- oh it's mpeg2 for Linux. I'm sorry, I don't know what it is for Windoze or the Mac OS X but that's probably what you're using isn't it? Then it's convert directory\*.jpg director.mpg and open this new mpg with a vidoe editor or something like mencoder from the mplayer suite to add the sound track or convert it to another format.
So how do you get the text to dance? <*Shudder*>. This is where the options are unattractive. You do not learn to work with vector programs overnight but that is precisely what yu want. If you have money get Adobe Illustrator. If not, get Inkscape (like the other choices check sources). In either, create a path -- a line, type your text and group it with the line, then change the line to move your text, and save the changes as jpegs. Tedium. I actually love Inkscape. I can't love inkscape as much as I despise Illustrator but...
Here is a relevant Youtube video which shows EXACTLY how to marry text to a line:

It's not easy. It is the easiest and the least unattractive option. That's not saying much.

What is a good 2d Character Animation program?
Q. I want to make decent quality animations of characters, that i draw frame by frame in photoshop. what is a good program to animate?
can Flash do the job?
can Flash do the job?
A. Flash can be used to animate frame by frame, but there are other programs loaded with features specifically with frame by frame animation in mind.
Some of the better commercial 2D animation programs such as Digicel Flipbook, Toon Boom, TVPaint, TAB, and PAP, have Student or Express versions that are fairly inexpensive. However, you might be disappointed by how crippled these stripped down programs are compared to their more expensive Pro versions. But if you look hard enough you should be able to find them cracked online (rapidshare, bittorrent). There are some free alternatives.
If you're doing old school drawn on paper frame by frame stuff or stop-motion or 2D, I'd suggest MonkeyJam. It's free.

If you're on a Mac, use Pencil(there's PC and Linux versions as well).

If you want to do Flash animation like the stuff on Newgrounds.com, either break down and buy Adobe Flash or you can try Creatoon or Synfig, which are free. They're not Flash, but they also do vector based symbol oriented
animation.
